I ask the nurse where
Delaina’s room is and she points toward the open door, looking down. I can tell
I am in a hospital, with the white walls of nothingness and the off smell of
sterility hiding the paid and sickness. Entering Delaina’s room with a handful
of flowers, she faintly smiles through the oxygen mask hung over her face. Delaina
was raped and beaten last night by her mother’s new boyfriend. Just last week we
celebrated the state’s decision to let Delaina go back home with her mother.
Delaina has been in foster care for two and a half years, taken out of a
methamphetamine lab. I work for Pierce County Alliance, a non-profit
organization that works with foster
children and their families. Delaina will now again join my
caseload, along with thirty-four other children, all with unique life
circumstances that have brought them under my care. What is similar
among all of these children is their need for stability,
someone that always walks behind them, pushing them forward, and catching them
when they fall. I am that person in these children’s lives. I stay with Delaina
for three nights in her hospital room before I help her move into yet another
foster home. This will be her eighth. Before I continue to work with Delaina on
basic independent living skills, such as how to find an apartment and write a
check, she will talk and I will listen. She will cry, and after a while she
will know that she can move on and that I will move on with her. The more I
teach kids such as Delaina how to stand up for themselves, gain self- confidence
and deal with the trials of the past and the uncertainty of the future, the
more
they teach me about the strength of the human spirit, the
importance of friends and family, and the strength one individual can give to
another. I will continue to stand by these children, often times their stories
never heard. Law school will enable me to not only listen, but be a powerful
voice for these children as well, a voice that is needed and, most importantly,
deserved. I plan to pursue child advocacy at the state level at the University of Washington School of Law and am currently enrolled in the
Child Advocacy Clinic for first year. I also plan to work with the Washington
State Foster Care Planning Team on changing the laws and the overall foster
care system to better reflect the needs of our children. I have recently
participated in a discussion about changing foster care with a planning team
from the state and a number of foster children on my caseload. Their complaints
were that the “state,” the name given to any governmental worker, does not care
about them, they are just a number on an already overburdened social worker’s caseload,
and that their needs are not being heard. I believe this view of the state government,
as it involves social work, does not only persist in the minds of these children,
but of those deciding to take on employment with the state government as well. Many
social workers are too overworked to have individual relationships with these children,
the average caseload in
individual attention they
deserve. I will demonstrate, via my work as a child advocate, that working for the state can also give one
the opportunity to support those who live among us, creating a stronger overall
community. I found through my experience working with foster children, and
counseling incarcerated adolescents, that in order for the image of government
employment to change we need people to understand and participate in their
communities working within the government, creating systems that address and meet
the needs of the people they live and work with.

help patient

But a Medicaid policy
change may help other heart patients.
The nurses came in
late last Friday night and started taking blood from Jessie Arledge's arm. That
usually didn't make him very happy, but this time he smiled as the needles sunk
in. Arledge's name had just been added to the waiting list for a heart
transplant. And these blood samples would help find a donor organ.
His family celebrated
because Arledge had been trying to get his name on the list for more than two
years. And he had pretty much given up hope.
The problem was that
Arledge's only medical insurance was coming from Oklahoma's Medicaid program.
And Oklahoma Medicaid refused to pay for adult heart transplants.
That policy, however,
changed last Thursday after the state Health Care Authority voted to add heart
transplants to Medicaid's coverage.
The governor signed
the new policy into effect late Friday afternoon. And within hours, nurses were
poking Arledge in the arm at Tulsa's St. Francis Hospital.
"We started to
have hope that maybe Jessie would make it," his wife, Stephanie, said
Tuesday. "And maybe even get back to the way he was before his first heart
attack."
But the Medicaid
policy change came too late.
Jessie Arledge died
Sunday morning. He was 25.
More than a year ago,
Arledge was sitting in his doctor's office, listening to a strong
recommendation.
"I told
him," Dr. Douglas Ensley remembers, "to get out of Oklahoma."
Ensley has made that
recommendation to a lot of patients since 1993, when he came to Tulsa to help
start the heart transplant program at St. Francis.
Federal law requires
that every state's Medicaid program pay for transplants for patients under the
age of 21. But the law gives each state the right to choose which kind of
operations to fund, and which not to fund, for patients over the age of 21.
Until last week's
policy change, Oklahoma was one of nine states to deny funding for adult heart
transplants. Oklahoma paid for transplants in patients under 21 but refused if
patients were older.
"As strange as it
sounds," Ensley said, "I have told several patients that their best
bet for survival was to get out of this state.
"Go to Texas. Go
to Arkansas. Go somewhere. Establish residency in a new state and re-enlist in
Medicaid."
But Arledge couldn't
take that advice for both financial and personal reasons. And until Medicaid
changed its policy last week, his only hope was for his north Tulsa family to
find a way to raise the money from donations. And that seemed virtually
impossible. A heart transplant can easily cost $150,000. With complications,
the price can climb well beyond $500,000.
Dr. Ensley anticipates
the next question. A lot of people will be asking it, he said. "Why didn't
St. Francis just do the operation for free?" The answer may sound harsh.
But it's true, Ensley says. "The hospital can't afford to give a free
operation to everybody who needs one." St. Francis already gives away
about $30 million worth of free health care every year. That's all the hospital
can afford. "St. Francis is not the bad guy," Ensley said.
"Medicaid is not the bad guy here. The problem is nationwide."
Health-care costs are
rising. And even though Oklahoma's change in its transplant policy will help a
lot of patients, it will not solve that larger issue, Ensley said. "It's
that simple. And that complicated," Ensley said. "There's not enough
money coming into the system to pay for every treatment for every
patient."
Arledge's first heart
attack came two years ago. He woke up one night at 11 o'clock and his wife
rushed him to an emergency room. At the time, there was already a proposal
winding its way through the state Health Care Authority to put heart
transplants under Medicaid coverage. "It's unfortunate that it took this
long to make the change," said Dr. Lynn Mitchell, the agency's Medicaid
director.
The delay came mostly
from the need to lobby the Legislature for more funds to cover transplants
expenses, Mitchell said. In a Sept. 20 letter to Gov. Keating, Ensley was
highly critical of the
state's policy to deny
transplants for patients over 21. "Frankly, I do not understand how that
policy can stand up in light of federal age-discrimination statutes,"
Ensley wrote.
When the agency's board
voted Thursday to approve the policy change, some board members knew about
Arledge's predicament. Others didn't. But all of them wanted to include an
emergency clause that let the policy take effect as soon as the governor signed
it.
But Arledge's condition
had been growing worse all year. And in the past two months, he had left the
hospital for only a few days. "He just couldn't hold on any longer,"
Stephanie said. Arledge left behind a 4-year-old son with Stephanie, and an
8-year-old child from a previous relationship.
His funeral is
scheduled for 11 a.m. Saturday at Liberty Fellowship church, 13330 E. 14th St.

RECALLS CHILDHOOD DAYS AROUND VALES MILL.
Although Rachel Perry of
Swan Township is a native of Hocking County, she moved with her parents to the Vales
Mills area when she was a little girl, and has lived all but a very few of her
80 years in Vinton County. Her residence
is Creola, Rt. 1. She was born May 28, 1882, daughter of Silas and Mary Arledge
Mace, one of a family of six children.
She had one brother and four sisters and they all attended Eakin School
at Vales Mill, near Arbaugh, and her teachers were John Bowen and the famous
Billy Bart Gregory. Her father was a farmer, operating several farms, and she
helped her parents on the farm, doing the housework and hoeing corn. "I've
had to work hard all of my life" Mrs. Perry says. Her classmates at school
included Robert and Leonard Bail, Marcus and Sally McLain and Maggie Gregory.
She recalls John Vales' flour mill which was water-powered from Raccoon Creek
and saw it operate, grinding corn. Prior to her marriage in 1900 to james
Russell Perry, she worked as a domestic.
"I used to get 50
cents a week and my keep, and later $1.50 a week and for this big salary I had
to live in, cook, wash and iron clothes, mop the floor and take care of
children. Many a night I had to get up
at 2 o"clock and change and bottle a bawling baby.
Her husband, a farmer, was
a Vales Mill native, born there May 3, 1871, and died August 5, 1941. They had
two children, Dolpha Perry, now deceased and Cyril Perry with whom Mrs. Perry
makes her home. Her son is employed at
the McArthur Lumber and Post Co. Mrs. Perry has nine grandchildren, and one
sister, Mrs. Nancy Ervin, 77, who lives on McArthur Rt. near Allensville. She
used to sew and make all her own clothes until rheumatism prevented this
activity.
Mrs. Perry is a member of
the Creola Latter Day Saints Church. Her health is only fair, she says, and she
enjoys reading and watching television.
Her companion now is Mrs. Phoebe Arick who takes care of Mrs. Perry.

Double funeral services
will be held in McArthur Thursday afternoon for 91 year old Joshua Perry and
his sisterinlaw Mrs. Rachel Ann Perry, 81, who died a few hours apart. Joshua
Perry died at 3:20 am. Tuesday in Mount Saint Mary's Hospital,
nelsonville. He was a retired
farmer. He was born March 13, 1873, in
Vinton Township, a son of Jack and Clarinda Bowen. he is survived by the following sons: Alfred

Perry, preceded her in death. She leaves one son with whom she made her home. Surviving are her twelve grandchildren and
one sister, Mrs. Nancy Ervin, McArthur. The joint funeral services will be held
Thrusday afternoon at 1 o'clock at the Wrightsel Chapel in McArthur. Rev. Button Wells will officiate with burial
in Elk Cemetery, McArthur. Friends may

Maple officiating. Burial will be in Floral Hills Memory Gardens, Lancaster.
